As an emeritus professor in the Andrew Young School of Policy Studies at Georgia State University in Atlanta, Georgia, I taught courses in public budgeting and finance. A particular research specialty is state and local financing and municipal securities. From 2012-2015, I served on the Board of Directors of the Municipal Securities Rulemaking Board which was created by Congress to promote a fair and efficient municipal market. Since 1989, I have served as the editor-in-chief of the only refereed journal devoted to municipal securities, the Municipal Finance Journal. I am a Fulbright Scholar, the recipient of the Aaron B. Wildavsky Award for lifetime scholarly achievement in the field of public budgeting and financial management, and a Fellow of the National Academy of Public Administration.
