I am a professor emeritus in the Andrew Young School of Policy Studies at Georgia State University in Atlanta, Georgia and a municipal securities expert witness. For over 40 years, I taught courses in public budgeting and finance. A particular research specialty is state and local financing and municipal securities. From 2012-2015, I served on the Board of Directors of the Municipal Securities Rulemaking Board which was created by Congress to promote a fair and efficient municipal market. Since 1989, I have served as the editor-in-chief of the only refereed journal devoted to municipal securities, the Municipal Finance Journal. I am a Fulbright Scholar, the recipient of the Aaron B. Wildavsky Award for lifetime scholarly achievement in the field of public budgeting and financial management, and an elected Fellow of the National Academy of Public Administration.
