I am a professor emeritus in the Andrew Young School of Policy Studies at Georgia State University in Atlanta, Georgia and a municipal securities expert witness. For over 40 years, I taught courses on taxing, spending, and borrowing by governments. A particular research specialty is state and local financing and municipal securities. From 2012-2015, I served on the Board of Directors of the Municipal Securities Rulemaking Board which was created by Congress to promote a fair and efficient municipal market. From 1989 through 2023, I was the editor-in-chief of the only refereed journal devoted to municipal securities, the Municipal Finance Journal. I am an elected Fellow of the Congressionally-chartered National Academy of Public Administration, a Fulbright Scholar, and the only recipient of both the Aaron B. Wildavsky Award for lifetime scholarly achievement in public budgeting and finance and the Paul Posner Pracademic Award for lifetime academic and practitioner achievement in the field of public budgeting and financial management.
